Builders Liaison
In an effort to improve communication between (horizontal) contractors, the development community, and the Polk County staff, the Infrastructure Team Response Tree has been added to the Polk County Website www.polk-county.net. This Response Tree outlines the appropriate staff to contact for various situations which may occur during the development process. In addition, it offers additional points of contact when such situations can not be or have not been resolved to the satisfaction of the customer by the initial point of contact.

CDBG Money Available for Foreclosures When President Bush signed the Housing and Economic Recovery Act (HERA) into law in July, it appropriated $3.92 billion in grant funds for the Neighborhood Stabilization Program (NSP) for states and local governments to purchase and redevelop abandoned or foreclosed properties. HERA directed HUD to target funding to areas with the
greatest needs based on the extent of foreclosures, subprime mortgages, and mortgage delinquencies and defaults. The Federal Notice was released on September 30th, and it provides information regarding method of allocation, program requirements, application procedures, and waivers granted. The State of Florida has been allocated $541 million for the NSP, which includes more than $92 million being awarded to the state’s Community Development Block Grant program. That means state and local governments may use the funds to acquire and redevelop foreclosed properties. For a complete breakdown of Florida’s funds

LAKELAND UTILITIES UPDATE The Utilities Department has taken steps to provide a more streamlined system for scheduling inspections and relaying inspection results. All scheduling will now be done through a central coordinator, Shelley Guiseppi (863) 834-8325, on a first call basis. An inspector can radio the office from the field to set up a reinspection but he cannot commit himself in the field without notifying the office. Gina Graham, the newly appointed Construction Coordinator (863)834-8327, will bring consistency to the department by providing a chain of command for inspectors to report and also to address questions or concerns with inspections from contractors. The Department has added two additional inspectors for a total of five and plan to hire an engineering tech and a clerical person to handle inspection reports. The new clerical person will meet with the inspectors at the end of the day to review any reports that require action. If a report requires action the Contractor and the Engineer will receive the report by fax or email the next day.
